About the project

Cutting-edge multipurpose marine terminal on the Baltic Sea

BRIEF DESCRIPTION OF THE MARINE TERMINAL (UNDER CONSTRUCTION):

LUGAPORT is a large-scale investment project of the Novotrans Group of Companies to construct a multipurpose trading terminal in the seaport of Ust-Luga (Leningrad Region). The transport facilities are intended to handle general and loose cargoes, as well as grain and food cargoes with a total volume of 24.26 million tons per year. The terminal will be able to process up to 1,100 wagons per day from the junction station Luzhskaya Generalnaya. Its five berths will serve Panamax, New-Panamax, and Baby-Capesize class vessels.

PROJECT DETAILS

The construction is being carried out in accordance with the strategic documents for the development of the transport infrastructure of Russia, including the Comprehensive Plan for the Modernization and Expansion of the Main Infrastructure for the period up to 2024, the long-term development program of Russian Railways Co., the long-term development program of Rosmorport (Federal State Unitary Enterprise), as well as the Territorial Planning Scheme of the Russian Federation in the field of federal transport, and other documents.

Development of the transport infrastructure of the North-West of Russia

“Novotrans Holding is building one of the largest cutting-edge multipurpose terminals in Russia, which will handle the widest range of cargoes: bulk, general, grain and food. The use of advanced technologies in the construction of the LUGAPORT complex will ensure maximum efficiency of the terminal, high-quality and fast transshipment of cargo to ships in compliance with all environmental safety standards. The construction is being carried out in accordance with the strategic documents for the development of the transport infrastructure of Russia,”

Konstantin Goncharov, President of the Novotrans Group of Companies

The implemented project of the LUGAPORT terminal is quite multipurpose. For the first time a Russian port in the Baltic will provide an opportunity to handle grain cargo in large volumes, namely more than 8 million tons per year. The creation of a diversified marine terminal will make a significant contribution to the modernization of Russia’s transport infrastructure, development of Russian Railways, the long-term development program of Rosmorport (Federal State Unitary Enterprise), the Territorial Planning Scheme of the Russian Federation in the field of federal transport, etc.

December, 2024 – Entry into service.

The investment project is being implemented in full compliance with environmental legislation. As part of the construction of the terminal, at all stages of the project, Novotrans implements a set of measures provided for by a specially developed environmental program. This program provides for an expertise of the environment, monitoring of biological, land, forest and geological status, replenishment of biological resources and other activities.

The expertise by Rosprirodnadzor confirmed that the technological and technical solutions developed for the construction of the LUGAPORT terminal make it possible to avoid negative impacts on regional ecosystems and prove the effectiveness of Novotrans’s environmental program.
